What is the highest number of points you can score with a given number of tiles?

Scoring: To score a creature, just count its loops and legs and score 1 point for each loop and 1 point for each leg. What are loops? Loops include the main outer loop around the creature, plus any inner loops. All inner shapes such as eyes, bones, snails, and even 'inner-inner' shapes have loops.

Examples: With 6 tiles the maximum is 2 points. One point for the inner loop and one for the outer loop. |

The creature on the right uses thirteen tiles and scores four points, three for the loops and one for the leg. A good score, but not the maximum. |

This creature uses thirty tiles and manages to score nine points, five for the loops and four for the legs. |
